      The article critically appraises the book "Remembering Stalin's Victims: Popular Memory and the End of the USSR," by Kathleen E. Smith. The book discusses the Memorial Society in the Soviet Union. The society has been concerned with investigating Soviet-era repressions as well as commemorating them. As Smith pointed out, a major impediment to the organization's activities was financial. Before the solidification of political parties, the legalization of human rights groups and the establishment of independent charities in the former Soviet republics, Memorial played a catchall role, responding to both local and national needs.
